Hair Designer: 1200 hours

Esthetics: 600 Hours
All applicants must be at least 18 years of age and have the equivalent of a 10th grade
education.
Reciprocity: All applicants must apply to the board, enclose $100.00, be at least
18 years of age and have the equivalent of a 10th grade education. The applicant must have
passed a nationally recognized written test in the state of licensure. The applicant must
hold a current license.
Home Salon and Mobile Salon allowed
MMA has been prohibited in one manner or another in this state.
Prohibited can mean:
A law or rule has been passed prohibiting MMA use.
The technician and/or shop will receive a written/verbal warning possibly after a consumer complaint or inspection by state officials.
A fine may be accessed if a violation occurs.
The state abides by the FDA guidelines.

13:28-3.4 Prohibited products
(a) No licensee, licensed premise or school of cosmetology and hairstyling
shall utilize any product that contains methyl methacrylate monomer.
(b) Any violations of the provisions of this section shall constitute a
deviation from the normal standards of practice required of a licensee, licensed
premise or school of cosmetology and hairstyling, and shall subject a licensee,
licensed premise or school of cosmetology and hairstyling to the penalties of
N.J.S.A. 45:1-25.

Reciprocity: Applicants who have not completed a course of study equal to
the requirements of this state may receive credit for work experience, for every 6 full
months of work the applicant will be credited with 150 hours of training. Any applicants
that HAVE completed a course with requirements equal to this state must furnish a
transcript of hours and a copy of a valid license.

21 NCAC 14H .0121 PROHIBITED
PRACTICES
Licensed cosmetologists, estheticians, and manicurists shall not use or possess
in a shop any of the following products:
(1) Methyl Methacrylate Liquid Monomer a.k.a. MMA; and
(2) Razor-type callus shavers designed and intended to cut growths of skin such
as corns and calluses.

NEW YORK STATE SENATE
INTRODUCER'S MEMORANDUM IN SUPPORT
submitted in accordance with Senate Rule VI. Sec 1
CHAPTER TEXT:
LAWS OF NEW YORK, 2001
CHAPTER 247
AN ACT to amend the general business law, in relation to the sale, use
and application of monomeric methyl methacrylate by appearance
enhancement businesses
Became a law September 5, 2001, with the approval of the Governor.
Passed by a majority vote, three-fifths being present.
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
Section 1. The general business law is amended by adding a new section
404-a to read as follows:
§ 404-a. Monomeric methyl methacrylate. 1. No owner or operator of an
appearance enhancement business shall knowingly and willfully:
a. sell, use or apply to any person monomeric methyl methacrylate; or
b. direct any agent or employee of such business to sell, use or apply
to any person monomeric methyl methacrylate.
2. A first violation of this section shall be punishable by a civil
penalty of not more than one thousand dollars. A second or any subse-
quent violation of this section shall be a class B misdemeanor.
§ 2. This act shall take effect on the first day of November next
succeeding the date on which it shall have become a law.
